No. A dedicated IP means your internet connection (at your modem, for example) has the same IP all the time.
Unless you’re running a server and need to access it from the outside, you don’t need a static IP.
In a dedicated IP, if the domain name were inaccessible, you would be able to access the server using it’s IP (say 81.24.251.32 or something), but if the IP is dynamic, it will change every so often so you won’t always be able to access it via the same IP.
Also known as a “Static IP” its a protocol number specifically for you, so you dont have to keep connecting to different IP’s. Its not the safest thing to have but it is usually faster.
